【台醒者涵台北】健保部分改「定率制」是否有助於分？改副行朱光29日受表示反，他「定率制」可能致重病患者更重的用，但症患者所的反而更少。盟副秘詹淳琪，了少源的浪，健保部分「定制」改成「定率制」有其必要性。

詹淳琪受表示同。她分析「定制」可以民看病用，且花不到1000元就可以做多查。「但患者多做查不一定好，因多病徵需要2-3天的察，再定是否有查的必要。」她，如果下就急著做查，造成源浪，而且害其他患者看利。若改成「定率制」，患者就得按照次看病的用，患者和生也比慎看待各查的必要性。
至於「定率制」是否重病的患者造成，她表示，因急室常常人患，所以重大疾病或重患者若直接送往急，也不一定能及理。因此她建患者可直接到域院定病情或，有必要再到中心，可避免增加。
但朱光受有不一的看法。他表示，目前的「定制」定中心看的基本是420元，若是「定率制」，可能致需要到中心就的重病患者更重的用，症患者更少，使落分的初衷本末倒置。
根《健保法》第43定，健保部分定率是中心50%、域院40%、地院30%，但主管在必要可依定方式收取。一次，公全合上召理事想修改的就是推行定率制，部分降低至中心30%、域院20%、地院15%。
朱光指出，《健保法》第44定，提升品病，定家庭任制度，但目前台的家庭任制度不普及，涵的人口不到20%。朱光建，健保署推家庭任的制度，定中心、域院或地院同的病例，都收取同的用，使域院地院能大源，提供中心同的服，才能患者安心前往附近所就。
他也提到，外在推行健保的部分，定20以下小孩、65以上老人免部分付，是台目前做不到的，因此若「定率制」的推行不健全，恐怕慢性疾病患者老年人遭殃。因此，推行「定率制」「天花板界限」，定用上限。
「做什修改，都要秉持健保是了「少民」的初衷。」朱光表示，使用者付的概念不能使用在健保上。他，像健保社保取量能付，不是因生病的人用的源比多，就交高的用，而是有能力的人士，透管理，助有需要的人。
